Capital rates pilot a 'big risk' to sector

London Councils is pushing ahead with plans for the capital to retain all of its income from business rates as other parts of the sector look to derail its attempts. The organisation is planning to write to the Government to seek help with developing and implementing a business rates proposal. Whitehall is believed to have offered its initial backing to London's ideas and has extended the offer to pilot business rates retention to Merseyside, Greater Manchester and any area that has ratified a devolution deal.
