Our workshop at The MJFuture Forum looked at commercial trading; specifically what makes it work and how it works for residential care. Some may argue that certain public services cannot be commercialised; the problem might be too complex and, instead, the best solution would be to stop providing the services altogether or integrate them with other public services. However, others may argue that commercial trading is a self-generating solution, offering pace and scope; it can be a cost-effective answer allowing for strategic control and flexibility. In order for commercialisation to work, there needs to be a willingness to accept something is wrong with the current system and a commitment to a complete cultural change. It requires a business infrastructure which is fit for purpose, with long-term ambition and expertise in commercial management. What it doesn't need is elaborate governance, past pension liabilities or the same people, doing the same job, in way they have always done.
