Councils should consider retail bonds as a cost-effective means of securing capital finance for infrastructure projects, the New Local Government Network (NLGN) think-tank has recommended. According to an NLGN study published on 20 February, councils have strong grounds for considering options which permit the borrowing of smaller sums of money compared with those available on the wholesale market - which is only within the reach of the biggest authorities.
