Tbm Barrow (pictured) is like most 18-year old boys - full of life and fanatical about football. The Wigan Athletic season ticket holder loves nothing more than spending time with his mates. Unfortunately, until relatively recently, Tom's time with friends was limited. He has a number of serious physical disabilities, caused by a disorder that affects energy production in his cells. 'He would spend an awful lot of time with his family, which for someone his age wasn't really appropriate,' says Tom's mother Joanne. Thankfully, Wigan MBC's position as a pathfinder council testing out the Government's SEND reforms offered a solution. Through the pathfinder work, a number of different public bodies got together and worked out a plan to help Tom live a more fulfilling life.
