Like many areas in 2012, Bedford BC found itself facing increased local pressures because of prolonged economic difficulties. Tackling the embedded structural problem of persistent unemployment, particularly among young people aged 18 to 24, had been a key priority for the authority. Official statistics showed Bedford had lagged behind other councils in the Eastern England region for around six years. Around 4,000 of Bedford's residents were in receipt of Jobseeker's Allowance.
