Right to Buy replacement schemes have emerged into the political spotlight, as housing becomes a key battleground issue in the runup to next year's General Election. Last week, shadow housing minister, Emma Reynolds, wrote to her counterpart, Kris Hopkins, asking him to publish a leaked DCLG document, which showed housing starts were predicted to decrease by 4% in 2014/15. The document, broadcast by BBC's Newsnight programme, indicated ministers were looking to encourage 'slowcoach' councils to deliver on commitments to build new houses under the revamped Right to Buy 1:1 replacement programme.
