Based in the ancient centre of Gloucester, the county council's surrounding environment may be historic, but its financial challenges are very much contemporary, in particular grappling with ever-rising adult care costs. In late 2009 as the fiscal crash opened up the prospect of an imminent cut in public spending Gloucestershire CC planned for the worst. It estimated that with a net revenue of £400m its funding gap over the four-year period from 2011 to 2015 was likely to be £120m, half it from grant cuts and the other half from increase in demand.
