In his article 'Councils are cut down to size' (The MJ, 3 May), Damian Hynd-man rather missed the point in his analysis of Surrey's plans to improve libraries - and two areas of fundamental misunderstanding particularly rankle. First, asking communities to help run 10 of our smaller branches is not about making savings - their budgets have not been cut by a single penny. Instead, we asked communities to come forward to help us unlock the full potential of these libraries.
