The pan-public sector efficiency gain initiative, although achieving much, has seen an over concentration on improving the efficiency of the current, individual organisational unit of service provision. The approach has generally been around streamlining existing services to improve their efficiency. This has resulted in sub-optimal fragmented approaches to efficiency gain improvement. It has also led to the potential for improving the quality of life and wellbe-ing in communities not being fulfilled.
