A new clause in the Police Reform and Social Responsibility Bill has been welcomed by council chiefs. The amendment allows councils to set cost-neutral licensing fees for the first time. LGA licensing champion, Cllr Nilgun Canver, said: 'Local authorities have always needed to be able to set licensing fees which allow them to recoup the full cost of their expenditure.'
