Third and public sector leaders need to take urgent action to break down the barriers between the two groups, a new think-tank has warned. The Civil dialogue report, which was published last week to mark the launch of the think-tank Civil Exchange, calls for a new social contract between the two sectors. It identifies several barriers to more joint working, including different cultures, counter-productive funding arrangements, and 'silo' thinking in both sectors.
