Whitehall has undergone a massive change of leadership since the election, leaving newly-appointed permanent secretaries playing catch-up with ministers, a study by the Institute for Government has suggested.Analysis by the institute's programme director, Jill Rut-ter, shows that by the first anniversary of the coalition, 10 out of 16 departments have replaced their top civil serv-ants.
