Nesta, the National Endowment for Science Tech-nology and the Arts, has announced the appointment of Geoff Mulgan as its new chief executive officer. He will join the organisation in June after spending six years as chief executive of the Young Foundation, which he launched and built up into a leading practi-tioner and authority on social innovation.Shetland Islands Council's head of finance services, Graham Johnston, has been granted early retirement by the authority, and will complete his last day on 31 March. During his time in his current post, the coun-cil experienced the post-9/11 stock market crash, which wiped millions of pounds off the value of the council's reserves.
