As I was lying in my garden over the weekend, sun cream applied and fingers wrapped around a cool glass of sparkling water, my thoughts wandered to the vexing subject of how Barking and Da-genham LBC is going to find an extra significant sum of government emergency budget in-year savings on top of the ￡ 14m we already have to find this year.So, now we have the detail... no cut to RSG, schools spending is saved and ring-fenced budgets will be un-ring-fenced.
