2008 was a tough year, there's no doubt about it. The national media has done a great job of talking us into the doldrums and with the housing, retail and financial markets all in trouble it would be easy to claim the end of the world is nigh. Ministers are talking about 'green shoots' of recovery, but every week household names are going to the wall. All this of course has a knock-on effect in local government (best not to mention Icelandic banks at this point). In permanent recruitment terms it is far harder for candidates to relocate as they cannot sell their houses and economic uncertainty only encourages people to stay put so it is easier to say no to that otherwise tempting headhunt call.
