The children's charity, Barnado's, has warned government reforms are failing to help unemployed teenagers. The charity said opportunities for 16 and 17-year-olds to acquire the necessary skills for work were rapidly declining, while government plans to tackle worklessness only helped young people from the age of 18 onwards. According to the third sector group, each young person now costs public authorities an average of £56,000 over their lifetime. Barnardo's has called for programmes to help target young people in areas of deprivation, and for more guidance to help teenagers write their CVs.
