Transatlantic reflections

I was recently invited to attend the conference of the International Public Management Association (HR) in Seattle, Washington State, USA. Before the TaxPayers' Alliance, or other such group, asks - I personally paid to attend the US conference and took a week's annual leave to do so...this particular 'fat cat' is on a diet!As I mingled with my very hospitable American counterparts I thought it would be interesting to conduct mini-research into the impact of the global recession - especially on the US public sector.
