The drive for the public sector, including local government, to change and become more efficient, has been given an extra edge by the current economic downturn. As the last pre-budget report focussed on the opportunities for further value for money improvement, almost certainly the Government's need to cover the growing borrowing gap will be plugged by reducing public sector spending. The HR function in local government must itself transform if it is to effectively support this drive for improvement and value for money. It can contribute directly to efficiency targets by changing the way it provides its services (and both use of technology and shared services in HR are specifically referred to in the pre-budget report).
