Ministers are considering changes to the use of Right to Buy (RtB) receipts amid claims current rules are a 'shameful cash grab' by the Government.The MJ has learned the Ministry of Housing, Communities and Local Government (MHCLG) could give councils greater flexibility over how they replace homes sold under RtB.A MHCLG spokesman this week revealed: 'We will be consulting local authorities in the coming months on ways to increase their flexibility to replace homes sold.'The potential policy change follows concerns that current RtB rules mean town halls hand approximately one-fifth of receipts to the Treasury or MHCLG before they can spend cash on replenishing housing stock.
