Plan to scrap innovation clause criticised

The top children's services officer at one of the Government's flagship authorities has lamented ministers' 'catch 22' decision to scrap controversial innovation clauses. Ministers decided to remove the 'power to innovate' from the Children and Social Work Bill just weeks after Professor Eileen Munro, who published a landmark review into children's services in 2011, rescinded her backing of the initiative.
