Harrow LBC chief executive, Michael Lock-wood, has sent an open letter to DCLG minister, Greg Clark, offering to become one of the two new local authority-wide community budget pilots. The pilots were announced by deputy prime minister, Nick Qegg, at the LGA conference last week. Now Mr Lockwood, whose council last month was named as The Mfs Best Achieving Council, has called on Mr Clark to oversee the project across Whitehall.
