The 'worried' chairman-elect of the County Councils Network has warned it would be a 'disaster' if devolution led to backdoor local government reorganisation. Kent CC leader, Cllr Paul Carter, told The MJ he wanted to see county devolution deals that avoided reorganisation and directly-elected mayors. He added there was a 'grave danger' that government insistence on having mayors would act as a 'distraction'. Cllr Carter, who aims to put together a devolution bid for Kent including welfare reform, skills and health and social care by the end of the year, said: 'I think the majority of residents of Kent will be horrified by local government reorganisation, which would take three to four years to unwind and deliver efficiencies.
