When it comes to being top of the football league, the red shirts of Manchester and Liverpool are synonymous with success. But it's red faces all round for both cities when it comes to going green. They come bottom of the pile for recycling... or that's what latest statistics suggests. The city councils of Liverpool and Manchester were helping prop up the rest of the 4oo-plus authorities when the Local Authority Recycling English League Table was published in August, based on Audit Commission figures for 2002/2003. Liverpool was only recycling and composting 2% of household waste, and Manchester wasn't much better, at 4%, while star player Daventry was recycling and composting 44%, closely followed by other, much smaller authorities. But the North West's big two point out that these 'latest' figures are more than 18 months old, and say that if the survey was carried out on this year's achievements, they would not be seen to under-performing.
