There is no doubt about it that workloads for those still remaining in local government have risen sharply over this recent period, with the result that fewer people are now doing more than they were previously. How though, such busy people are now spending their time is an interesting question and one that many organisations are beginning to ask to better manage their human capital and most importantly understand where to strip it further.
