Health secretary Patricia Hewitt is consulting on the number and boundaries of Primary Care Trusts and Ambulance Trusts. Home secretary Charles Clarke is considering proposals for a reduced number of police authorities, and will also be announcing his plans for the National Offender Management Services (NOMS).
