East London boroughs often have a reputation for crime and violence, much of it committed by young people. But in Waltham Forest, one officer at the town hall has successfully tapped into the string of street gangs which have struck fear into council estates - and he hasn't handed out a single ASBO. His methods have won him the respect of the gangs, and even seen them all descend on the town hall at the same time for peace talks, without a riot kicking off. Despite the fact many urban councils find themselves struggling to tackle the growing problem of youth crime, Waltham Forest seems unique in its approach to the problem.
