The Local Government Association (LGA) is planning to freeze subs for the first time in its history, stung by high profile resignations and district disatisfaction. The MJ has learned that a Tory proposal to push for a freeze on the cash councils pay to be members of the LGA was passed by a leaders' meeting. A final decision will be made by the Resources Panel on 8 November. A senior LGA source said: 'It is extremely likely the subs will be frozen. Most leading members want it and Sir Brian Briscoe wants it.' Subs went up by 2% this year, and by 6% in 2003/4.
