Fenland District Council, in the heart of Cambridgeshire, is a district council with big ambitions. It is looking for two new people to join its top team. In 2002, an IDeA review found an authority in need of a fundamental overhaul. It sparked a transformational change at the council - and the pace of improvement is still every bit as fast today. Chief Executive, Tim Pilsbury, was hired to drive the change - followed quickly by a complete new top team.
