Model arrangements

The Government is exploring new delivery models as it seeks to deliver core services against a backdrop of significantly-constrained finances. Given the profile they currently enjoy, ifs unsurprising that mutual or co-owned organisations have been suggested as a potential way of transforming parts of government under the 'right to provide' banner. Of course, not all mutuals are the same. It's important to understand the subtly-different approaches before applying a 'one-size-fits-all' approach to organisations seeking to move to a new structure. Some mutuals are clearly more commercial than others, some closely resemble a management buy out, while others are aligned to the traditional co-operative structure where customers share in the rewards of good performance. Having a wide range of options is good news for government as a range of different solutions will be required depending on the organisations in question.
