Imet a senior civil servant recently whose prediction was that local government life would go on pretty much as normal, no matter who won the next general election. It reminded me of the late Labour minister Anthony Crosland's famous quote: 'Labour and Conservative Governments come and go, but Whitehall policy remains unchanged.' For the last 10 years, public sector policy has been driven by unprecedented levels of investment and certainly, in local government's case, unprecedented step change improvement.
