The use of anti-social behaviour orders (ASBOs) is fuelling a culture of youth crime and must be reviewed, according to new research from the Institute for Public Policy Research. The report, published next month, claims the ASBO culture' is a 'self-fulfiling prophecy, and ASBOs for young people should be made more effective. IPPR co-director, Carey Oppenheim, said: "We need policy which reminds adults -parents and non-parents alike -that it is their responsibility to set norms of behaviour!
