The chairman of the Local Authorities' Mutual Limited has written to new communities secretary, John Denham, calling for clarity over local government's 'wellbeing' powers. The move followed hisorganisation being effectively outlawed last week.In his letter, LAML chairman, Nathan Elvery expressed 'deep disappointment' and 'extreme frustration' at the Court of Appeal's decision that wellbe-ing powers did not extend to setting up a mutual fund company. LAML was created by seven London boroughs in 2007 to reduce the cost of insurance relating to property, terrorism and liability risk.Despite expanding its membership to 10, and reducing costs by up to 15%, the ruling means the mutual must be wound up.
