Local authorities could play a bigger role in the ownership and management of Britain's woodlands under Whitehall plans to reform the Forestry Commission.The Department for Environment, Food and Rural Affairs (DEFRA) last week wrote to MPs to explain why powers to update forestry law were included in the Public Bodies Bill which will facilitate the coalition government's quango cull.
