RSS proposal puts Pickles on collision course

Councils look set to defy communities secretary, Eric Pickles, and push on with regional spatial strategies (RSS), new research has suggested.An impact assessment for the Midlands and north of England - carried out by the Building and Social Housing Foundation (BSHF) - found almost two-fifths (38%) of local authorities intended to keep their housing targets setout in the RSS, despite them being abolished by the minister in July.Almost three-quarters (71%) said they planned to keep RSS targets for the provision of accommodation for gypsies and travellers.
