Whitehall's top-down system of Public Service Agreements (PSAs) - which outlined the key aims and objectives of departments and their delivery partners - has been abolished, the new coalition government has announced.The move brings to an end councils' PSA commitments, in advance of the CLG's development of a 'general power of competence' promising wide-ranging freedoms to town halls, and was revealed in chancellor George Osborne's Spending Review Framework published on 9 June.
