Senior council officers and councillors gathered this week in Eastbourne for the National Children and Adult Services Conference with a dark shadow on the horizon. Those attending this conference are used to the harsh reality of looking after the vulnerable, and the high cost of getting it wrong. But the resolve of directors and their communications teams is about to be tested as never before by the unfolding evidence of systematic grooming and abuse of white girls by gangs of men. What we are witnessing is the fact that, in parts of the country, groups of men - in several key cases Britons of Pakistani origin - have been selectively grooming and abusing girls.
