The communities and local government committee was right - greater Whitehall co-ordination and urgency are needed if significantly more council service-users are to experience the benefits offered by mutual providers. My research with councils suggests there is low awareness of the option to spin-out services as mutuals, together with uncertainty about what mutuals are and offer. Chiming with the committees' findings, many councils seem to believe they're not yet hearing an unequivocal message from the Government about the case for mutualised services.
