Clark's agenda for decentralisation

When the coalition government came to power, one of the key commitments was a promise to cut red tape and decentralise, a commitment which was backed with the introduction of a decentralisation minister, Greg Clark. Working across the Cabinet Office and the DCLG, one of his first tasks was to produce a report on decentralisation for the prime minister. While the report was produced, it was never made public - until now. More than two years into the parliamentary term, things have moved on, as has Mr Clark. He is now based in the Treasury as financial secretary - and cities minister - and the report lays out the progress which has been made so far.
