Since the first days of the coalition government, we have made clear that we want to hand over power from Whitehall to local people, local businesses and local communities. We believe they are best placed to drive forward change for the better in their areas. This was at the heart of the Local growth White Paper which we published last year, and it is why we believe the last government's centralised, prescriptive model of regional economic development was holding back growth throughout the country.
