Kent authorities 'failed teenager'

Two major councils' 'inexcusable failures' resulted in a 16-year-old living in a tent for nine months, suffering physical and mental ill-health and losing or selling all his belongings, a local government ombudsman has found. In her report, issued on 8 August, Anne Seex, found Kent CC failed to assess the teenager as a 'child in need'.
