Birmingham City Council has proven itself a 'force to be reckoned with on the world stage' by winning an IBM Smarter Cities Challenge grant, according to its leader.Cllr Mike Whitby said his authority had competed with more than 140 global cities to become the first English area to receive funding, which will also include access to IBM's specialists.
