When details of the draft local government finance settlement started to dribble out of the DCLG, just three working days before Christmas, there must have been a lot of people across the local government world swearing under their breath. Evidently, there are a multitude of challenges which we will have to face, such as an extended period of austerity, the reduction in the welfare state, and the clear need to grow the UK economy.
