The Treasury must take a more robust approach to the use of so-called 'gagging clauses' not only across the public sector, but also wherever private contractors deliver public services, a Commons spending watchdog has demanded. Calls to tighten up the use and approval of special severance payments follow the publication of a Commons Public Accounts Committee (PAC) report issued 24 January. MPs on the panel recommended the Cabinet Office should produce guidance on the appropriate use of compromise agreements - including governance arrangements to approve them and assign who is responsible for implementing them.
