Council tax 'to be a lot less than 2%'

The Government will fix the council tax referendum threshold at 'a lot less than 2%', the chairman of the District Councils' Network has predicted. Cllr Neil Clarke said his indication was the threshold would be cut to a level closer to 1%. He said most of his members would accept the extra funding on offer to local authorities to freeze council tax for a fourth year in a row. But Cllr Clarke added that the rising cost of social services could push some county councils towards referendums.
