Why do some councils perform better than others? A key issue is how well people working there are managed. Ipsos MORI's work on the best councils looks at what distinguishes them from authorities that never seem to get it together. We have repeatedly found no relationship between satisfaction with pay and performance, little between the perceived amount of bureaucracy and performance. So what matters? Clear goals, widely communicated and shared. Autonomy and feedback, and controlled risk. The best councils tell staff how they are performing, but also giving them opportunity to show initiative.
