Scottish Government plans to raise and redistribute £100m of council tax to fund schools are facing council opposition. A leaked paper from the Convention of Scottish Local Authorities (COSLA) has indicated local resistance to government plans for a 3% council tax rise for bands E to H to fund education improvements. The £100m raised through the measure could be redistributed by the Government to schools across the country. But the leaked paper warned the proposals would lose the 'link between local taxation and the community'.
