Council chief executives and experts have hit back at chancellor George Osborne's drive to free schools from the 'shackles of local education bureaucracy'. In his Budget speech last week, Mr Osborne laid out plans to convert every primary and secondary school in the country into an academy by 2020. Society of Local Authority Chief Executives (SOLACE) spokesman for children and families, Phil Norrey, said the rhetoric about freeing schools was 'misleading'. He claimed that, in terms of day-to-day running, schools had been largely autonomous from council control since the 1990s.
