By now we have had time to consider how disappointingly little the three main parties have had to say about, and offer, local government in their manifestos. There are certainly no radical changes suggested in the role or powers of local government and where the centralised nature of our political system is recognised the solutions provided do little to stimulate fundamental change. So the time is right for a 'manifesto for local Government' and, as former chair of the Political and Constitutional Reform Committee and Nottingham North MP Graham Allen decided to leave Parliament, there is no better time to revisit the work of his committee and search for such a manifesto.
