In Hazell vs Hammersmith and Fulham, Sir Howard Davies led the Audit Commission against speculative interest rate swaps. Now RBS chairman, Davies labelled PFI 'a fraud on the people' as 'it's always cheaper for Government to borrow than anybody else'. Newham LBC Cllr John Whitworth made the same argument, regarding LOBO loans at the RBS AGM.
