Councils could face a 'cliff edge' if assessments of relative needs are fixed for five years and then reset under a new finance model.Work carried out by the University of Essex discovered relative need changed over time.The university found updating the population indicators in the formulae used to establish the 2013/14 baselines would have led to the relative needs share of some councils dropping by up to 19% while others would have benefitted from an increase of up to 27%.
